Terror couldn't handle artifacts, Dark Banishing comes along for an extra 1 mana and now Doom Blade goes back to Terror's casting cost and gets to take down artifacts. Hmm.

The caveat being that Doom Blade loses the anti-regeneration clause. Still, the +1cmc isn't really worth it in my opinion.
