This card is very effective. While the other colored versions of this enchantment have no way of putting themselves in the graveyard (dragon shadow, dragon breath)this one does. You can cycle it, then play a beef card on turn 6 with flying. I use it in my EDH deck and it also lets me attach it to my allies creatures as well.

Good only if you have a deck designed to pump out strong creatures. If you do, run 4 of these, and 4 of any other Dragon aspects you have colours for and your creatures will be nigh-unstoppable! Fond memories of this card.

i think the card is underrated (currently 2.9/5).
Sure, this 'just' gives flying while the the rest of the dragon aura cycle gives your creature two effects.(The cycle consists of breath, fangs, scales, shadow, and this.)
But consider the second buff actually is the cycling, which on top of that is very handy for a card that can return to play from the graveyard.
If you have a big creature and Astral Slide for example, you can cycle Dragon Wings once your creature gets targeted with removal, and instead of it facing death it returns at end of turn with a pair of wings. And you've drawn a card.
Also evasion is a useful thing, especially for your fatties.

It's good in a lot of decks, Island of Wak-Wak gives you control of any of your opponents bombs with no real chance to counter it if it flies out of your graveyard and the combo costs no mana.
People are looking for all the wrong cards to combo this with, cards like Plummet allow you to get rid of your opponents fatties with very little effort. Don't combo this with your own Frost Titan, use it to get rid of your opponent's!
