Extremely powerful.
Because he is a 3/3 with Flying, Shroud, Double Strike and regeneration.
Because he is a Sliver.

Although its one of the weaker slivers, as a creature alone this card isn't entirely worthless. One must remember: this is the block when Shock and Kindle were first made. This little guy can make all your slivers (himself included) save from these little annoyances. Although its not as good at it as clot sliver...but there was quite a bit of regeneration hate in the day too. 2/5 stars only...
EDIT: Correction. This card is really good in mirror matches with other sliver players. It lets you get the slight edge you need to beat all of those creatures on the field who tend to be (relatively) the same size.

Useless. The uncommon sliver cycle on Tempest was pretty forgettable. The common one, on the other hand, got printed at a pretty crazy power level.
