Very expensive, but once it starts going it's very good. It really shines in multiplayer where you can just have it sit around, killing creatures that would have died anyway (to prevent people getting mad), collecting counters, then getting more mana than you know what to do with.
Also, another card boosted by removing mana burn.

I keep staring at this thing and thinking of how incredible it would be with a Darksteel Forge ... talk about the perfect artillery platform.

"My question: If you can afford to cast a seven mana artifact why would you need more mana?"
Clearly you are not a Timmy. You ALWAYS need more mana. Especially if you want to run this every turn. And if you have this thing in a prototype portal, you require the killing to activate more than one per turn.

I love me some repeatable, colorless removal. Inefficient, but with some charge counter shenanigans can explode into a massive mana source and creature remover.

When compaired to the best Altars printed, Ashnod's Altar and Phyrexian Altar , this Altars seems to fall short. However when combined with an Energy Chamber and Power Conduit this card becomes an instant creature destruction engine with the ability to fuel an artifact creature deck or any colorless based deck. The mana requirements needed for this makes this a marginal card at best, however. 3/5

Yeah! Now that mana burn is not a rule anymore, this card is just wonderful. And it's an wonderful source of mana and destruction, too.

When I saw this, I immediately thought, "Helvault".
I'm not entirely sure why:
Maybe it's the art?
Maybe it's the ability cost?
Whatever it is, this is a fine spell that should be played with Contagion Engine in EDH.
