It's colorless damage, which goes through protection. The cost is definitely an issue, which hinders its power, but it has potential.

Energy Chamber could make this worth playing if you pay for it with WUBRG and keep it around for a couple turns with two to four energy chambers.

If you can produce wubRg, then you obviously produce red. If you can produce red, you don't need this. It's utter crap.
Would have been playable if the manacost was X instead of 5. Like Engineered Explosives.The Mechanic is restricted enough, that bleeding direct damage into other colors would have been fine. Paying 4 mana for 2 damage in blue-green is not going to destroy the color pie.

Play Heliophile, then Eternity Vessel, then Dismantle the Eternity Vessel targeting Heliophile. Hope he doesn't have artifact removal.
