This card was back in the days where certain creature types had intrinsic rules. That means that presumably if you used this to make wall tokens, they could not attack. Similarly, if you used this to make legend tokens, you could only make one. Many cards that had you choose a creature type wouldn't let you choose those two, especially if they affected your opponent's creatures. Presumably they didn't think it didn't make sense thematically to produce walls or legends with this thing.
