Why is this rated so low? The potential for card advantage is great.

You ever had that game that just sat there and stalemated with 4 creatures on either side of the board for like, 10 turns? This card makes you win in those 10 turns instead of stalemating. 4/5

This cycle gets better with Proliferate effects.
This one has clear Phyrexian imagery on it too.

i love seeing the words 'up to' on this.
This card is saying 'Destroy me, or watch your creatures die.'

Outstanding card. Saying it needs time is kind of a silly statement. All it needs is 2 turns and it averages out having paid 6 mana to kill 2 creatures at once, and it just gets better as more counters stack up. It's just an ever-sweetening deal. Plus, it can be activated as an instant if someone goes to Naturalize it. Gotta love classic Phyrexia.

Just another one of the insane Saga Block Limited Bombs. This was such a beast in draft back in the day. One of the many reasons black is considered the best draft color in the set, along with pestilence at common (yeah Wizards sure knew how to rate rarity back then).

Can you see the symbol of Phyrexia?

Great potential requires a great amount of time here. And by that time your opponent might draw a response to this enchantment or even wins the game.
I don't think this card is rated low with about 3.25, because this card does not deserve more in my opinion.
But at least it's still far better than the rare version of this verse counter cycle.
