Yeah, he's easy to hate on because of his drawback. But is it really so hard to have more lands than your opponent? Red is the land destruction colour. You can manage.

I'd take Lava Hounds over this instead. Restriction really puts this card at a disadvantage.

Was this really a prerelease card? I wouldn't have looked forward to exodus if I saw this...

It makes me sad that if they printed a four mana 4/4 rare in Standard these days it would have a really good upside.
But this card is bad. Stay away.

I think it should've been more like:
-Can't attack unless you control more lands
-Can't block unless you control less
That way it's always doing something; and more to flavor; it does what it thinks makes sense (protects what little it has, or dominates more lands)
