I find it interesting that this card's effect has been moved to black in recent years, Banewasp Affliction, Dying Wish, and Yoke of the Damned. It just makes more sense for black to add salt to the wound while Blue should have some kind of card filter effect from creature's dying. Not a bad card but it just doesn't do enough for 2 mana in blue.

The plethora of this sort of card in ABU did lend some options for blue ping and grind decks, but it (and most of the similar cards) haven't aged very well.
