The generic card the makes a block mechanic global...I'd rather have the Top, since it's cheaper and non-conditional. This card does filter out dead draws however. I would play this in my Izzet deck, since it relies on instants...

I put this in my EDH deck, and I like it quite a bit. Comparing it to the Top is obvious, but the real power is when you have it and this out at the same time. Reliable Scry effects combined with the Top is a potent combo, especially in larger multiplayer groups where your turns aren't as frequent. Crystal Ball isn't as good, I think. This costs less per activation, and is harder to get rid of. Although, it gives up reliability in exchange. If you run blue and have a bunch of instants and/or sorceries, try proxying this in and see how it works.

Mh, no comments on this yet?! Well...then let me - the german guy - be the first do fill this gap! ;-)
I play around with Bloddletter Quill and Darksteel Pendant in my blue/black mill-control deck to get through my library - but this is cheaper and even a little more effective I'd say! :-)
