Polar Kraken. There can be better options, but "better" can be intended in a lot of ways... it is subjective! :)
Moreover in Italian "chi sei?" means "who are you?", and this makes this character more mysterious.

Interesting role player that can be returned to play by giving it persist or playing Makeshift Mannequin and have it remove the counter on the next upkeep! :)

Of course its going to be a drawback in a deck where the only counters in the deck are +1/+1s (or where there are no counters at all O.o), but as has been said, include a few cards where you want to be removing counters from your guys and he becomes a cheaper Air Elemental with a helpful ability :)

Decree of Silence works too, provide longevity to the enchantment.
That said, Chisei is NOT a gimmick card. It will take combinations and the right deck to work it out, but it's rewarding.

@Tetsu - a. it doesn't have cu mulative upkeep;
b. this works great with a bunch of stuff, including cu mulative upkeep and a lot of the cards mentioned here.
