This card is misprinted, it's missing the EOT on the ability.

It dose -1/-0 not -1/-1. Massive difference.
Anyway, I tried to make a moonfolk deck recently, it didn't work. I'm thinking that this guy would go in a good draw power wizard deck. He provides defense, not as nicely as some but still, so I'm sure there is a purpose for him.

A flying blue creature that allows you to use kagemaro's clutch repeatedly and as an instant for 2 mana. I'd say that's pretty useful

Now if this actually didn't go away at the end of the turn, or if it reduced the creature's toughness (with or without reducing the power), this would be decent at least. But it doesn't, so it isn't.
