Along with Niv-Mizzet, we have currently two Magic Cards with some sort of Leet Speak in total.
I'm not an adept leetspeaker, but i could eventually figure out what it reads:

Regarding playability, i agree with the precedant comments. This is a hell of a card with Planeswalkers.
Who needs Doubling Season or Gilder Bairn if he can have this?

The tricky part is arguing with your friends whether or not the costs on the arrows of a planeswalker cards are considered part of the spell's text or not. I might even rule no merely so this card isn't utterly broken. It doesn't even have tap in its cost!
But really, it shouldn't be able to attack or use abilities if your opponent has a Wall of Fire in play. ;)

@Tanaka: Planeswalkers' Oracle texts have the + and - values (and the symbols themselves) in the textbox, so I guess rules as written this guy can effect them. Guess it comes down to houserules on this guy.

With this guy, I'd prefer to use Sorin Markov over and over, it's already a guaranteed win if you can cast him,unlike all the other planeswalkers with whom your enemy still has a chance of beating you

Tanaka, agreed, totally. Also, Elspeth can go be a kill spell after she's done making your board indestructible XD
Anyway, it's totally, stupidly versatile, and quite probably stupidly broken, too :)
