Some sort of Pandemonium for Spirit decks.
The big drawback is that you can't target any players, therefore it's a bit expensive in general.
You'll do nicely if you only use spirits with shroud or many cheap ones, though.

Hm, I would prefer to play this enchantment with non-spirit creatures and utilities to turn opposing creatures into spirits (Imagecrafter, Unnatural Selection).

No, use Mark of Asylum. It's cheaper and it will work in this situation. Toss in some Hammerfist Giant and some Volcanic Fallouts and your army is the only one that will be left standing. :-)

I use it in a deck with 4 Glitterfangs as my only spirits. At that point It's just a renewable lightning bolt that only targets creatures.
Not the worst removal in the world.
