A card is only a permanent if it is on the battlefield.
Anyway, I'd like to see more of these '*type* offering' cards in the future, but I probably won't, unfortunately.

The ability is just called "Offering", Rat is just the specification of what you are offering to it.

My second favorite Patron after Patron Of The Orochi, especially if your opponent has some kind of deck that does a lot of (token) saccing.

I like him as a Commander for the Commander format. :)
- 6/6 is a decent size for a commander, allowing him to realistically kill people with Commander damage, while surviving some burn and combat
- with the rat offering, there are ways to keep his casting cost managable, especially regarding the cost increase due to him dying every now and then
- with rat offering he can be played at instant speed, which is always great (as a surprise blocker, to keep mana open for instants, to make sure he can attack before sorcery speed removal hits him), but is even greater on him, since you can play him in response to mass removal. He might die, but might cause a lot of life loss too
- the ability is great for multiplayer games
- flavorful and good art
- there is quite a number of great rats out there, for a rat deck
- you don't have to tap him for his abilities, so you can get an advantage out of it, while still attacking and blocking

Rather useful, considering you can sac a Rat on its way out, plus Rats tend to make people discard.
EDIT: Although I just realized, aren't they only permanents in play? Man, that's a point easy to miss. Aw.
