Could be used with Proliferate. That way, if you proliferate every turn, you could keep using it's second ability and still get it charged up.

Seems like he'd be great for an EDH deck that has a demon for it's general. It's a slower format, so those devotion counters have a chance to build up before you summon your general.

Its got a body that wants to be attacking the player, with abilities that want the creature to remain untapped.
Besides the above and being a tad bit slow, it still can get nasty in a control deck.

though it does of course seem tempting to just use Royal Assassin instead... he can butcher utility creatures.
Try him with Pemmin's Aura. Or Umbral Mantle. Both are especially nice with him because a 3/1 wants evasion and +x/+x boosts.

I wanted to make these guys work but darn that 1 toughness... plus its 5 turns (Without ritual, 3 with) before he can kill a 1/1 providing you have a demon out also... cool idea but not easy to use.

I think the most notable thing about this guy is he shows up in both searches for Devotion and Bloodthirst and uses neither mechanic
