It's 9 mana, but that's about fair for a one-sided Wrath of God. In B/G decks with good acceleration or mon-black with lots of Dark Rituals, this can be a playable card.

Absurd in multiplayer. But that's pretty obvious, isn't it? It also combos well with Massacre Wurm, and probably a dozen other punishing graveyard triggers.

Wal-Mart has singles? is there any business they don't want to destroy? please do not buy cards from Wal-Mart, it's the perfect way to ensure you will not have a card store to play cards at if they put them out of business.

EDH players will love this. Goes straight in The Mimeoplasm, Teneb, the Harvester, or Karador, Ghost Chieftain. Or just any deck that uses Jar of Eyeballs, Bloodchief Ascension, or Requiem Angel.
For added lulz, use Elspeth, Knight-Errant or Avacyn, Angel of Hope.

@bay_falconer
Why would you use Avacyn with this card? This only kills your opponents creatures anyway.
