This seems weird to have in the maindeck. In my blue/green deck I have it on my sideboard and fetch it with Cunning Wish when needed. "I get another Time Stretch or Rite of Replication? SWEET!"

Nice when used at the end of your opponent's turn.
Eternal Witness seems to be better, even better with Vedalken Orrery to instant Eternal Witness.

Used to run this in my EDH, then I got a Noxious Revival at the New Phyrexia pre-release and swapped them.
