This card is rated so high because it is the strongest card ever printed. It has so many versatile uses.

It's a 1/2 flying for 2. You will never understand the power of storm crow.
Better power/toughness than tarmogoyf when the graveyards are empty, and it has flying. That's ridiculous. It even trades with dark confidant. Better stats than arcbound ravager as well.
Those are some of the best 2-drops in the entire game. They can't even touch this. They don't even have flying.

Another note:
This card is legal in modern, but wasn't reprinted in modern masters, but the above cards I mentioned were. It's because this card is too powerful to be printed again.

T1: Cards in Hand, Black Lotus, Black Lotus, Black Lotus, Black Lotus, Dark Ritual, Dark Ritual, Mox Lotus. Thankfully the enemy started first so you can play Johnny, Combo Player. Thankfully, you also have infinite mana. First, I whip out four Doubling Seasons, then 4 minion reflectors then I toss out 4(+256) Renegade Dopplegangers, 4(+256) Storm Crows. After that, I follow with 4(+256) Body Doubles, 4(+256) Clones, 4 Followed Footsteps (Storm Crow, OF COURSE), use heat shimmer 4 times (Which results in 64 more storm crows), 4(+256) Quicksilver Gargantuans, then I use rite of replication, kicked, 4 times for 320 more storm crows, 4(+256) Vesuvan Dopplegangers, 4(+256) Vesuvan Shapeshifters, and t... another brilliant creature for the insanely broken bird tribal. when this was in standard, it warped the whole metagame, people were maindecking creatures that specifically had higher power than storm crow, even if it cost them much more. and a lot of decks even had creature removal to deal with this.
people think that new phyrexia will change legacy, but gut shot doesn't even kill storm crow, so i doubt that.
and to the person talking about someone using fling on storm crow obviously didn't realise that fling deals the damage, not storm crow so that combo doesn't work.
