also if your only trying to prevent 1 damage (which I admit ably dont see why you would) than it can be better than safe passage, but then again this also draws you a card. Also, if you dont need damage prevention (i.e, your ether going to die any way or if your play against a mill or other win without damage decks) you could just pay the 1 white and effectively cycle it. But safe passage also protects your creatures, to make what would be 1 for 1's into x for 1's (were x is the creatures you killed).
All and all, i think that this and safe passage cant be compared, simply because they serve completely different purposes.

Until end of turn damage that would be dealt to you is dealt in the form of tapping untapped lands you control. If you would be caused to tap more lands than you have untapped this way, instead tap all lands you control and take X damage where X is the damage you would have been dealt minus the number of lands you tapped this way.
Draw a card.
