This is pretty good. I'm surprised it doesn't see more play. Reuse those counterspells!

The reason that it doesn't see more use is because it doesn't actually put a counterspell in your hand. In fact, you may draw this instead of a counterspell. Stacking your draws is nice, but a card that only marginally increases your chances a drawing one card over another isn't worth 4 mana to most.
It has it's uses in decks that draw themselves out quickly, to prevent self-imposed mill death. Against actual mill decks, your chances of drawing one before they're all in the graveyard are fairly slim.
It has it's uses, but I doubt many will want to use it unless it has a cantrip or something.

Eh if you're just using it to get your cards back in your deck, consider this. It doesn't really have any significant impact on the game state, and it only slightly increases your chances of drawing certain cards usually, unless your graveyard was packed. If you're using it on your opponent as graveyard-hate, I think that's a slightly better use, but there are better hate-cards still
