Remember: It only counts Spirit and Arcane spells! Also, don't forget the Changelings... and even better, the Changeling Spells. They count as Spirits. :)
There are three ways to destroy lands (and all other permanents with 0 CC) with it:
1) Cast Evermind. (Use Isochron Scepter, Kaho, Minamo Historian, cascade, etc. to get around the non-existent CC.)
2) Turn a 0-CC creature (i.e. Ornithopter, Memnite, Phyrexian Walker, Shield Sphere, Kobolds...; or Phyrexian Marauder, or Shifting Wall cast with X=0) into Spirit for when you cast it. Only way of turning creature spells into Spirits before you cast them that I know if is Conspiracy. You can't target them with Amoeboid Changeling, for example, because they aren't in play.

@AXER: The permanent comes into play after you cast the spell, so no it wouldn't be destroyed.

I think this card has the potential to be ridiculous as long as you play it in the right deck. The fact that it destroys ALL permanents is just crazy.

Destroying all permanents witht aht spell's converted mana cost does not include the permanent being played right? Otherwise, wouldn't that also mean Celestial Kirin itself or the creature being summoned?
