TheMoustacheCame has a great point, red is a very fast color and will most likely use a lot of their cards very early in the game. And a sideboard should be a place to keep situational answers, not conditional cards such as this one where its effect just gets better against a color. However we must consider that it has a dual purpose, it can be a card draw and he reveals his hand, which is awesome for the paranoid player like me who is timid to attack (Dosan The Falling Leaf is my favorite card EVER)

Lands are colorless unless otherwise stated, you will draw one card for each red and one card for each mountain. Mountains are not red cards.

it looks like a good card againt red, but u have to considerate this: how often are u going to see a red deck with many cards in hand? i mean, there is a reason in why hellbent is red, but i still like this due nostalgia

Decent sideboard against red, can be played fairly early and a blue control deck can always benefit from seeing an opponent's hand. If they have even just two Mountain/red cards then I'd say it's worthwhile for 3 CMC. Paired with black, maybe one of your draws is a Coercion or my personal favorite, Lobotomy. Better yet if they were already in your hand.
Still only playable against red. If seeing somebody's hand is all you want to do, just throw Glasses of Urza into your deck and call it good.
You could also combo with Painter's Servant, make everything red, and look at someone's hand while drawing a card for every one in that hand. Maybe you'd draw a couple Blue Elemental Blast for cheap counters that can then target any spell.

You could maindeck this alongside Painter's Servant. Fits the curve perfectly.
But against pure RDW, this will draw 5+ for . Esp with Sol Ring or something else to break blue.
