Yes, it's Teferi. Barrin dislikes Teferi because he's always using his wits on disrupting classes, but Urza appreciates Teferi because he reminds Urza in his younger years.

It seems to me that it would certainly be legal to enchant your Tim with this, but since it already has the ability, it wouldn't do anything. Except summon Xzibit, perhaps.

No, you cannot. While you control the enchantment, the creature is controlled by the opponent. Thus you cannot make the creature tap to give damage.

A card of one color cannot be "strictly better" than a card of another color because they aren't directly comparable. While this is better than red enchantments that do similar things, you wouldn't advise a mono-red player to run this instead of his red enchantments.

@SleetFox: Off color? No it isn't. Back when they were still determining where things fit on the color pie, blue got everything tricky. Many pingers are blue, and all are old.
