May I direct your attention to Rise of the Hobgoblins.
Better in every way possible other than giving them dual colour so they more target-able by colour specific spells.

Navarone, the greatest disadvantage that Rise of the Hobgoblins has against this is the dual color, making it harder to fit in the EDH deck that this shines in. Most tribal goblin EDH decks will be Red(with the red gobbo of your choice) or red/black(Such as my Wort deck).

As mentioned earlier, Rise of the Hobgoblins is better for token generation and gives you additional effects for your creatures, but this one will be played in the mono-red decks.

All this talk about ways that this is better than rise of the hobglobins, and noone has mentioned Reverberate. This is a much easier card to copy than Rise, and even if you were to copy rise (ala Copy Enchantment) you would have to pay the X cost again.
Really want to make a Wort, the Raidmother EDH token deck, this would be a star card.

That pun is awful, but it's a good card.
I really like the art, too. Seeing gobins before they'd gotten quite as stereotypical is a blast. I miss when they could look ferocious and deadly without being the subject of excruciating jokes about their stupidity or ugliness or whatever they're always on about.
Goblin Offensive features goblins I wouldn't want to meet on a battlefield, and that's good.

Oh come now. Rise of the Hobgoblins is an enchantment and the tokens it creates are also part Soldier. They do around the same thing but sorceries and enchantments have way different support cards.
Rise is probably better if you just want the tokens without fuss, though.
