It was exactly intended. Wizards focuses on either +1 or -1 counters in each set to minimize the interaction of the two. Just look at the last few sets:
Lorywyn/Morningtide: +1/+1 (Reinforce)
Shadowmoor/Eventide: -1/-1 (Wither/Persist)
Shards of Alara: +1/+1 (Devour)
Zendikar: +1/+1 (Multikicker)
Scars of Mirrodin: -1/-1 (Infect)
Innistrad: +1/+1 (Morbid/Undying)
I think it was MaRo himself that said they will never have a set with cards that generate both types of counters because it can be confusing to newer players (the reason they seem to do anything anymore... -_-) and it is simpler to just stick to one.

Serris, this is off topic I know, but it's stupid to say they only cater to new players. I've never met any new players that understand how Planeswalkers work, but they still print those.

this would have been a relevant card in scars block, what with all the proliferate. There is a big, noticeable lack of +1/+1 counters there, though, maybe this was intended?

The problem with that is that it isn't confusing. What's the point of putting a trash rules tip card in every two out of three packs if you aren't going to let cards interact?
Edit again: Check out Gavony Township, it makes this card so much worse.
