Even if this cantripped, who would play it? Even when you splice Arcane spells onto it! Were there a lot of scary Auras in Kamigawa drafts?

I'd rather play Chain of Vapor or Curfew :P If we're talking old cards here, you'll never get Regress off and win against a strong deck unless you want to dig a hole for yourself.

Wow, this is awful. The only reason people even use enchantments these days is to put them on creatures you can't target, such as Geist of Saint Traft, making this card a total pile of crap in that case.
I mean, are we really going to use this to bounce a land with Underworld Connections on it? Not likely. And if we really wanted to, we could just use Boomerang on it anyway.
Wow, this card is just bad. I guess Wizards has to make the bad cards so the good cards can be good.

The Genju might qualify to some degree.
In fact, the artwork of this very card shows that it targets Genju of the Cedars.
But I agree, it is pretty bad due to its very narrow nature.
Considering how even among Auras, those that don't target creatures are even rarer then Auras already are, running Unsummon (or Consuming Vortex, if you care for Arcanes) is a better alternative in most cases.
Now if it gave you the option to return the auras attached the targeted permanent as well,
this would at least make a nice Rescue for your enchanted permanents.
Come to think of it, your suggestion of making it a cantrip would have also worked in that manner, since that would have kept that Rescue-aspect to some degree as well.
