Conqueror's Pledge made this card a whole bunch more interesting.
And despite the fact that this has a triple-white casting cost, i'd consider spashing green since it has many ma.ss token generators. Or eventually even black, which also offers some great token cards like Bitterblossom.
Mercy Killing could find good use to "recycle" your nontoken-creatures before weeping the board.
Pity this card doesn't inhibit regeneration, since decks based on this card won't lose much on their side anyways...although this might some allow narrow use with Loxodon Hierarch in case you are running many non-tokens.
...I'd instead just use Day of Judgement then, though.

If you have a soldier deck with a benalish commander, captain of the watch and raise the alarm in it, this will be a great card for you.

Why the low rating ? This is a weenie card. Obviously you'll be able to play it for less than 7, and pretty much all your creatures remain in play. Sure, it's a little narrow but it can be quite potent.

Absolutely brutal in the right deck, but there aren't a great many decks which constitute 'the right deck' for Hour of Reckoning. I do use it since I happen to have an appropriate deck, and it is a star performer in that deck. But it's not a card I could ever see using outside of some sort of Selesnya build.
