It's rated so low because it's definitely no red Doom Blade. It's sorcery speed, it's a aura, (meaning if your opponent has enchantment destruction they can save their creature) and lastly it doesn't help you at all if you try to play it on a creature that your opponent is already smacking you with in the first place. It's only real use is playing it on a wall or a creature that your opponent is just using for the ability, and in which case Lightning Bolt can usually do the job.

Interesting card. Yes, its too slow, but the effect is nice for a red card.

An effect with such a highly conditional use should either be a cantrip or at least cost only.
Bloodshed Fever is almost strictly better:
This effect is usually even worse than just making the creature attack no matter what, since your opponent gets the choice to use the enchanted creature for something else one last turn instead.
The only exception to this is if you enchant a creature that can't attack, like creatures with defender.
