@BALDOF, actuly, no, a 4/4 flyer for 4 would not be balanced, at least not without being multicolor, having 3 or 4 colored mana in its casting cost, or having some other drawback. Even a Legendary would need 2 colored in their casting cost to be considered balanced. At one colored mana in the casting cost, this is a conditional 4/4, and thus ok. Besides, blue has plenty of card drawing, so should allways have more cards than the other player. Just don't take Secretkeeper into multiplayer.

I would think this would be rated higher. Blue Draw deck or Blur/Black discard deck, and these things would go a long way.
