The only stipulation we used to play with on this was that the card had to be playable in some way if you wanted it to take effect.
I would pull Star Trek cards all the time.
Betazoid Gift Box "Immediately look through your draw deck for up to thirty seconds and choose three cards to place in your hand. Reshuffle draw deck and discard artifact." Essentially this would be "Discard BGB: Search your library for any three cards and put them into your hand. You have 30 seconds"
Horga'hn "Immediately play on table. Artifact allows you to take double turns from now on."
Played as 0 CMC and just dropped it on table for two turns each turn. The first time I ever played it, my opponent immediately played Shatter and destroyed it, as it still said "Artifact" on it in the ST game.
Thought Maker "Place in hand until played once as an Interrupt card. Look at opponent's draw deck for ten seconds and rearrange as disired." I played this as a 0 CMC interrupt/instant.

It seems like the oracle wording is incorrect. If the original card said it can get a card "that for some reason has left the game", it seems pretty clear that it is intending to be able to get exiled cards as well.

Stupidly powerful if used with any care, and a great way to waste a ludicrious amount of time looking for cards... or, driving to the game store to buy some single cards that you might need. Interesting, to say the least!

When this was printed there was no exlie zone. Swords to Plowshares or Disintegrate removed the creature from the game, so this ring could have gotten it back. This is what wishes can do btw.
So it should be re-oracled to allow cards in exile.

@nerman8r: Actually, the oracle wording is right on. Cards that have been removed from the game ("Exiled", in the common parlance) are actually still in the game, albeit in the "removed from game zone" (Now the "exiled" zone).

I don't really get why they added the Tap cost. It's not in the original or reprint, and not referenced in the text. But, that's their call, adding an extra power to us ('whenever you tap an artifact...' type abilities). Or maybe so someone could tap it down and prevent it's use? That would be a kind of rude reason though, I think. (shrug) I also prefer it exiling after resolution (original wording) instead of as a cost (it's already easy enough to stop this card's effect with 'counter target activated ability', so why make it punishable? The Wishes cost less and are more easily copyable (see Isochron Scepter or Panoptic Mirror), making them safer/better alternatives... poor Ring.).
(shrug) Ah well, it's their game. ^_^;
Actually, you couldn't use it then drive and buy cards. You have to already own the card at the activation of the ability to be able to target it in the first place. Otherwise, said card would not be an applicable target. ^_^
