Ok, a few things:
1) The wording isn't that confusing.
2) This and Black Vise should not be in the same deck. If you are running a discard deck that allows your opponent to have more than 4 cards in hand after a couple of turns, your discard deck sucks.
I have run a playset in my MB discard deck since I built it, and it is THE primary win-con. Hypnotic Specter, Hymn to Tourach(an auto-playset in discard, btw), Mind Twist, Ravenous Rats, Thoughtseize (or whatever your preferred 1CMC discard spell is) should have opponents top-decking so fast, it's not even fun to play against this deck. I run 4 of course, and actually ran 3 Rackling for a while, until I found some better answers, namely Nyxathid.
5/5 all day, every day. One of my all time favorite cards.

@Draugnor Actually if you have either 3 or 4 cards in your hand you wont be taking damage from either Black Vise or The Rack

One of many favorite cards. I have used this card many times to slowly kill off my opponents. Some how I almost always manage to get a second one out too. Awesome Card!

I also use 3 of these.
Its allways playable and you can wait for your oponent to have less than 3 cards in hand to play more than one at a time!

Ya this card is still confusing, I bought the Liliana Planeswalker deck and there is The Rack in there, and the wording is weird. It makes sense, but for anyone in jr. high, it's gotta be confusing. haha I'm a 5th year College student and it's still confusing! 5/5 for horrible wording
