Fear is a nice evasion ability, and a creature with fear can really wreak havoc on non-black decks. However, like Terror, Fear is completely useless against other black decks and decks that use a lot of artifact creatures. The casting cost of this particular aura makes it unsplashable, so users are going to be playing primarily black decks. Fear is a great addition to any creature, but particularly good on any creature you want to get through for damage like Hypnotic Specter or fragile creatures with decent abilities like El-Hajjaj.
