Compared to Basking Rootwalla, you're paying two extra mana for +1/+1 and loss of the Madness ability :/

Rootwalla seems to be the poster-child for Mana-costing Pump Abilities in R&D. A question for Gatherer: How much worse would Basking Rootwalla be without the Madness? Obviously quite a bit, since that made it almost a strictly better Ornithopter, and a 90% better Memnite, but would it still rate at least a C?
I ask because I'm trying to figure out, for my own design purposes, how much mana to charge on abilities like this.
{G} might be worth +1/+1*
{R} and {B} are both worth +1/+0 (firebreathing and smogbreathing)
{W} I think is worth +0/+1*
{U} Isn't worth anything
and {1}(X) seems to be worth +2/+2 in practically every color, or +1/+1 on Double strike creaures.
*can't remember any examples.
