Could be very nice in some sort of extended control deck if combined with the new Kazuul creature. Having to pay 2 per attacker just to attack, and then having to pay 3 if you don't want your opponent to get ogres is a pretty steep cost. Essentially it would cost 5 mana to have a single creature attack normally. That's pretty expensive.

Some cards just make me think white does control better than blue, this really slows down aggro decks while either sitting as a nice blocker or flying over and beating face.

In case you missed it, Blue's global enchantment lock down slice of the color pie has been moved to White in recent times. R&D decided that since White is about law and order, it has the ability to "lay down the law" and impose new rules on the battlefield. So while in the past this would have been a blue ability, this is no longer the case.

So good in today's metagame. All the token decks out there shriek in horror when they see this card hit play, and is often fodder for Path to Exile and Terror ASAP to avoid it from being a game breaker. Its very hard to play overrun and then pay 2 mana per creature to just attack.

best thing to use on it would be Diplomatic Immunity. It gives the creature shroud and also the enchantment can be the target of spells or ability's so its all locked down and they cant get it off the board.

Ghost prison on rather efficient wings. 2/3 flier for 4 with an insanely powerful ability is pretty nice, and I've always liked Ghostly Prison effects.
However, she's in DESPERATE need of a reprinting with new art. I mean, wow. That's just...bleh.
