Fires of Yavimaya is a better solution if your deck supports the colors, and if you're looking to go hyper-aggro on your opponent, Mass Hysteria comes down as early as turn 1.
That being said, Fervor is not a bad card: I don't know other cards off the top of my head that provides haste to all of your creatures without having some more severe drawbacks; Fires of Yavimaya requires green mana, Madrush Cyclops costs more and has a complicated manacost and Mass Hysteria might turn on you if you run out of steam and your opponent starts getting some fat creatures on the table. Goblins have better options in the form of Goblin Warchief and Goblin Chieftan, but I could definitely imagine some decks wanting this.
