The card on it's own is very good, but combo is the reason this is banned and restricted. Stasis and High Tide abuses this. As said before, fastbond too. Unrestricting fastbond OR gush would lead to absolutely broken decks in vintage.

When used correctly, this card can do horrifying things. Outside of the aforementioned Fastbond combos and synergies with landfall, one of the best uses for this card is in decks using Stasis. Using Gush, you can return your permanently tapped Islands to your hand, draw two new cards, and then over the next two turns lay them both down again, partially counteracting the downside of Stasis shutting down your mana base (Daze, Thwart, and particularly Ensnare also combo with Stasis like this exceptionally well).
This card also works very well with Foil, allowing you to bounce two Islands to your hand, draw two cards, discard two cards (probably those Islands you bounced), and counter target spell. In brief, that's:
Sacrifice two Islands: Counter target spell and draw two cards.

It might pale in comparison to other suggestions, but Overbeing of Myth gets +4/+4 at no mana expenditure from this.

Casual means "non legal for sanctioned tournaments". Casual is where you can play all your banned stuff, otherwise, what the hell would you do with it?
