Could you choose a permanent you don't control? If I didn't control an enchantment but my oppenents did can I choose enchantments to be sacraficed?

The only type worth calling is "Interrupt."

...Doesn't feel White. Like, really, doesn't feel white at all.
I imagine a "During your upkeep, you may sacrifice CARDNAME. If you do, destroy all non-land permanents." would make a lot more sense.

Useful with tokens because you lose your 1/1 saproling, and your opponent sacrifices their creatures.

Yeah, this would've made more sense in black, or black-red. Mirrored losses is really Black's shtick.

I don't understand why I saw so many wrong comments on this card.
1. First the card types are Enchantment, Creature, Instant, Sorcery, Artifact, Planeswalker, Land
you CAN'T choose tribal!!!! or non land or whatever you say here!!!!
2. If you choose a card type the players DO NOT HAVE TO SACRIFICE ALL THE PERMANENTS OF THIS TYPE they just choose one (if they don't have any they don't sac anything)
3. The word "MAY" IS NOT IMPORTANT!!!!! If it didn't say may, you'd have to choose sth anyway but if you wanted nothing to happen in a turn, you could still choose "sorcery" since there are no permanents that are sorceries so nothing would happen. SO MAY is NOT IMPORTANT.
I don't want to show off just help make clear what the card's ruling means

Why is this white? Shouldn't it be black or red? Why exactly did white need anymore permanent removal than it already had?

Its a great card for the cost. I do have a question "Whenever you choose a card type does all permanents of that type have to be sacrificed?"
