Don't listen to him. Set doesn't matter, use the Oracle text, which can be viewed on this site. It's also a mono artifact, which is why it lacked them saying it needed to tap.

I have a nooby question here. i just wanna make sure if what im thinking is correct or not. Can I use Icy Manipulator against multiple creatures by just paying mana for each creatures tapped?

I suppose it depends on the set you have. I was looking at my ice age set. It requires me to tap my artifact, so I can only use it again after untapping. Other sets just requires the payment of one mana.

LOL- I also fell for the Mono Artifact thing (this was before Ice Age),
and as a result, this was my favorite card for about a week.
Even knowing its limitations, I still put 1-4 in almost all of my decks.
Emrakul, the Aeons Torn? Ulamog, The Infinite Gyre? Blightsteel Colossus?
Yeah... those guys can just stay tapped from now on.
Also, this is my favorite art for the Icy by far.
I just got 4 of the FNM Foils for this-
it looks GORGEOUS in the new frame with the foil :-D

Back in the day, there were 'mono' artifacts and 'poly' artifacts. 'Mono' artifacts required tapping to use their abilities, while 'poly' artifacts didn't. Nowadays, it's been simplified to adding the tap symbol to the artifacts.
