Which has nothing to do with philosophy of modern card design. You might not care, but the vast majority of Magic players (and game designers) agree that having an ability like Balance's for two mana is not a healthy choice for the longevity of Magic.

Of course, what makes this card ridiculous is its two mana cost. With that, you can play it basically whenever it would benefit you. It definitely deserves a 4.5/5.
I would almost want to splash white into a Madness / Hellbent deck just so that I could combo this with One With Nothing.
Also, a Barren Glory-based deck could benefit from this, since it won't have many permanents out anyway.

This card is another really fun multiplayer card in games of 4 or more people. Just imagine if this was the last card you had in hand, and you had only one land that produced two mana to play it and no creatures. All of a sudden, your public enemy #1, especially if its late game.

Today I've made my first 11-for-1: my opponent discarded 3 cards and sacrificed 4 lands and 4 creatures, with no loss on my side. And I was topdecking. Thank you Balance.

They actually called this card Balance? That takes a lot of chutzpah. In the right situation, this is an Armageddon, a Wrath of God, and a One with Nothing that affects everyone.

This card isnt "balanced" at all.
A deck that uses this should have ways to keep an upper hand, and its not that hard to.
