4th WAS strongly depowered:
No real Non-basic Lands to speak of. It had Oasis, Mishra's Factory, and this.
You can consider this a 'basic' land in the sense of how Staple and Simple it is and how it goes in all decks. Mishra's Factory, is a good card, but nothing to hyperventilate over.
4th has the weakest mana base of any Core Set, ever, and that record will not be broken, lol. Strip Mine is 'just' a 0-cost Stone Rain in 4th Edition, what it DOESN'T do is screw you out of a color, because with only Basics?....yeah..

A 0 mana sorcery with "this can't be countered; destroy target land" would be ridiculously overpowered. Isn't this basically the same as that? Were the designers thinking when they made this?
