In answer to your questions:

1. it can indeed, but make sure you target a mountain that you didn't play this turn as it will count as having summoning sickness (unless you don't wish to attack)

2. This is incorrect. To clarify, the land then has two 'abilities' one is to tap for mana and one for damage.
