This card gets help from its usefulness being a result of it just being in play. No phasing creatures have haste, so they show up, wait for a turn, then phase out, wait another turn, and finally on their third turn can attack. By that point they're behind the curve, even if they were big for their mana cost three turns ago! The Winds, meanwhile, will keep flyers from doing anything the moment it's down. It can make your opponent unable to block when you play it or counterattack on his or her turn, which is in itself decent for three mana.
