Mechanically better than Courier’s Capsule, but I can’t see the removal of the tapping making any real difference.

Cost one more total than Divination, but the second payment could very well synergize with any number of blue instants. If you really had to, you could hold off on the drawing to activate Thassa if the game state called for it.

@Polyphemos It's more like card advantage at half sorcery speed, half instant speed. It's still good though because the sorcery speed part costs one less than Divination, which means you can play it a full turn earlier (either on turn two versus Divintation's turn three, or when leaving mana for things like Dissolve)

The nice thing about this is that it's card advantage at instant speed, which makes this much better for Standard control decks than Divination in my opinion. And the art is just beautiful, too.

I have mixed feelings about the Fonts. I loved the Seals from Masques ( who wouldn't want four more Giant Growths? ) However, if you're going to split the costs, they need to be properly balanced.
Here I like it. The total cost comes in one more than Divination, but you're still casting it T3 like you normally could ( and at instant speed, ) and you'll have 
left over than if you cast Divination itself. As a benefit, you trigger Constellation

It's a Think twice that triggers constellation! The newest in the long line of "Two mana, two cards" blue cards that come out each block (We've gotten 2 in Theros, due to Ordeal of Thassa)

Well, there are a LOT more things that synergise with Courier's Capsule than this card, even after this block, so I wouldn't say that this is better than it.
