I don't understand the low rating. Put this on a scepter turn 2, the only cards that combat are counters and shatter. but after that, if you play your cards right, you should be able to stop them from being able to cast ;)

So could I use this card to change the upkeep on glacial plating to be regular red mana instead of snow? Or could I change braid of fires red mana to snow mana?

This card can be very useful - you just have to think about how you incorporate it into your deck or sideboard. For example, lifegain based on specific land types, land destruction, etc (hello, Flashfires+Magical Hack combo to screw over other players, for example)

The idea is awesome, especially in the days when hosers were OP: Tsunami? Moar like Acid Rain amirite? Flavor is kinda off, since most people associate "hack" with computers, though the first hackers were a model railroad club and now we have people hacking genes.
I still imagine Humility and Opalescence results in all our creatures singing Rick Astley. Sadly, they don't interact with this card at all.
