to all of you who are stating that Timetwister is overhyped, I highly doubt your ever owned and played with one. In a deck with Windfall, Wheel of Fortune, and Memory Jar, with the rest of the power and other fast mana like Vaults, Sol Ring and Dark Rituals this card spanks people, you cast it with ease. I spent many a first turns droping a blue dual and two moxes, or a mox and a sol ring or Mana Crypt or whatever, I then cast Twister refill my hand and possibly do more right away with other moxen floating around, at worst case I drew force of wills, counters and drains, I still had control.
at 2U to cast Timetwister can ruin someones day, I remember watching an opponent mulligan his hand down to 5 cards to get his combo in his hand, so I Timetwistered and he folded, true story.

The way it got explained to me the Power 9 is called that way, because no matter what deck you are playing, what combo or tactic, if you could afford these 9 cards, they would improve your deck. I'm not sure if thats why they are called the p9, but it explained the reason why they are often mentioned as a set of cards, why this card is included and why a card like wheel of fortune is not.
All decks that include p9 have dual lands and all of them splash blue (for the p9, force of will etc), so including timetwister over the functionally near-identical wheel of fortune (graveyard recursion in a 0-4 turn format is rather meh), makes a lot more sense.
What it does, is refill your hand AND disrupt the opponent's hand in a format where doing either of those in the first two turns is as game breaking as taking an extra turn or getting a 0 mana artifact out that produces mana. Read Pontiac's comment.

It's more subtle than the other Power 9, but it is about as balanced when played right as, well, Balance. It's like, oops, looks like my Recall/TimeWalk/Lotus just got reshuffled into my library, these seven new cards are great after I emptied my hand, too bad you were holding on to so many cards that you were planning to use and/or playing Ichorid.

Also, I've never understood why this is in the power nine. Is it the graveyard recycling? Your opponent gets that too. Is is the fresh hand of 7 no matter how few you had? Oops, your opponent still gets that too.

It's alright, but it's overrated.
In the modern era, I find it more based on tradition than functionality that this is considered part of the Power Nine.
While it indeed has its extremely effective uses, it's got a few serious functional downsides.
If your opponent has many less cards in his or her hand than you do, and especially if your opponent has greater card advantage on the battlefield, Timetwister could benefit your opponent much more than it might benefit you. In fact, you have the potential to find yourself in a worse position than when you started.
Black Lotus, the moxes and Time Walk all benefit you without your opponent having any chance of benefiting more from them more than you. Ancestral Recall is almost always used by its caster to draw cards rather than forcing his or her opponent to draw cards, and so it basically fits in the same boat as Black Lotus, the moxes and Time Walk.
But what about Timetwister? It not only has a higher mana cost than the others, ... (see all)

For all of those who think its not deserved, there are lotuses and instants, sorceries, and sack me creatures in vintage that go to the grave on turn one. along with and a 100 magical fairy-land hands that mahe this card go amazing, but the real power is when you could have 4 in you deck and play them back to back for 2U karn libarated time after time sac lotus to play again then when your moxes and everything are out pop out a channel and fire for 29 or a big creature and walk into another turn it dosent take the power nine to win it was just the time that thay were in, id pay the cash for one as fast as a time walk or lotus or sapphire, but i would definitely get this first.
