Well, the difference between this and Library of Leng is the fact that, well, Spellbook costs 1 less, and the Library gives you the other ability. It is possible that the Library's second effect could backfire, but since it's optional, that isn't usually the case if you consider smartly.
...So, it really just depends, but the Library is probably better.

Almost all cards in the game of magic that cost zero are worth looking at (storm comes to mind). This card, apart from being one of the coolest looking books I've ever seen, serves several different combo aspects- including a personal favorite, MARO.

This card is not worth the space it takes up in a deck. Even if cards are spilling out of your hand, you still get to choose which seven to keep each discard phase. If you can't win while consistently stuffing your hand beyond it's maximum size, I think you have deck-design issues you need to address, rather than running a very narrow card like Spellbook.

It's not free, Paolino. The real cost is using up the card itself. Everyone should have already learned that lesson from Ornithopter back in the earliest days of Magic.
