At first, I wasn't so sure why this card was so good. After making a completely legal deck in Magic Workstation containing a playset of each of the Power 9 was I made a believer.
Imagine casting this as the last card in your hand. Congratulations, you just drew seven cards, recycled your graveyard, maybe threw your opponent a couple extra cards, but completely messing up any plans they may have had. I think its worthy of being in the Power 9 (along with a few others like Sol Ring and Time Vault).

timetwister is one of the most powerful cards of all time. period.
if you think this give your opponent the same advantage.... seriously? does wrath of god give your opponent the same advantage? does armageddon give your opponent the same advantage? does hypergenesis give your opponent the same advantage, does aluren give your opponent the same advantage? of course not silly >.>, maybe if you stuck this in a random blue deck and played it while you both had the same amount of cards in hand, but who does that?
the point of this card is that you can usually use it t1, and it refills your whole hand. the effect of this cannot be overstated in vintage. (and your opponent gets, you guessed it, nothing, additionally he cant mull away his hand anymore to get better pieces)
of course, this is better in vintage than in legacy. because legacy decks are slower, and they are less powerful. many cards are this way, such as trinisphere, but in vintage context, this deserves to be in the p9

Pretty silly, though the most "balanced" of the Power 9 in that it doesn't just blow your opponent away without them technically getting something out of it. Another example (like Time Walk) of a spell that wasn't really balanced since it was rare.

This card is an absolute powerhouse in the right deck, more powerful than the other blue Power 9's if you got a bunch of 0-mana broken mana artifacts in your deck. Wheel of Fortune is still broken as hell, but this one is in the P9s, and it's blue. Blue! Blue... er, I really can't make it more obvious than that, blue!

A lot of people don't understand the power of this card. It is much more subtle than its 8 brothers, but don't let all that text fool you, it be bro-ken!!!

to all of you who are stating that Timetwister is overhyped, I highly doubt your ever owned and played with one. In a deck with Windfall, Wheel of Fortune, and Memory Jar, with the rest of the power and other fast mana like Vaults, Sol Ring and Dark Rituals this card spanks people, you cast it with ease. I spent many a first turns droping a blue dual and two moxes, or a mox and a sol ring or Mana Crypt or whatever, I then cast Twister refill my hand and possibly do more right away with other moxen floating around, at worst case I drew force of wills, counters and drains, I still had control.
at 2U to cast Timetwister can ruin someones day, I remember watching an opponent mulligan his habd down to 5 cards to get his combo in his hand, so I Timetwistered and he folded, true story.
