Mark Rosewater's tumblr, February 26, 2012:
"iamclearlyawizard asked: Silver bordered rules question, if you proliferate the shoe counters on shoe elemental, do you get a whole new pair of shoes?
Proliferate will allow you to add a shoe counter but you have to provide the shoe."
Shoe Tree, not Elemental, but the ruling is still there.

The shoes that are used are the owner's, which is what "your: refers to. Donate changes controllers, not owners, so the shoe counters are still your shoes.

@Ryney: I don't get your logic. The card says that you can put 0, 1, or 2 counters on it, and no more. That's what "up to" means.

@ snaxme. yeah, and what if you have counters on him and donate it, do you still use the previous controllers shoes? Could you win the game by preparing yourself by putting an extra pair of shoes into your backpack so that you have enough, and then lett him come into play with doubling season out, and then donate this card, so that he looses the game bacause he can'ty fulfill thhe rules?

...what if you, through some random way, increase the number of counters on it? Whose shoes would you use?

Well seeing as how it actually says "Up to two counters on it", I assume you can put more if you have more shoes.
