Overpriced, (much of Kamigawa block is) but you'll never need another mana-fixing ability. Plus, it's colourless, making its great mana-fixing available to all decks. it's valuable in 5-colour decks since, while green and its land-searching is technically available, there is no guarantee that you will initially draw any forests. This is the best land-fixing WUBR will get.

Definitely good in casual slow decks. One major benefit that people don't realise immediately is that this lets you thin your deck out, so you don't draw dead lands. Not only that, but it is self powering - you need a lot of mana to use it, but once you've used it a few times, you certainly have that mana to spare.
In fact with something that allows it to untap, like say a voltaic key or an elder druid, it can end up pulling all the land out of your deck.
Not too powerfu, just a good solid card.

This saw some play in mono-white control back in the day. Those decks literally finished with Storm Herd, and this was a reliable source of card advantage.
As for myself, I like this card. Nowadays Wizards dislike something that requires you to shuffle every single turn, though I found joy in doing so. It's the joy of a wizard thinking, how far do I still have to go until I have seventeen lands in play and every card I draw then will mean business?

4/5 for EDH. Can't beat getting your land drop every turn to play things like buying back Capsize and hardcasting various 8+ CMC cards.

I run this in a Mikaeus, the Unhallowed EDH deck, and with things like Cabal coffers this wins games. Guaranteed land drop every turn is a very nice thing, and insane card advantage as well as deck thinning. After you have activated this 5-10 times the chance of getting that Gauntlet of power or Plague Wind is much higher.
But any other format it is near-useless. five mana investment for one land tutor is too much, and eight for 2 land is terrible in comparison to cards like Armillary Sphere
